Minor update to the COLREGS behavior

The 19.8 release of the COLREGS behavior (BHV_AvdColregsV19) inadvertently enabled a new test feature allowing the behavior to periodically reuse the objective function from the previous iteration. While the plan remains to support this feature in an upcoming release, generally for the Helm, it has not been fully tested yet and should not have been enabled in the COLREGS behavior in this release. Users of the COLREGS behavior are advised to use the 19.8.1 version of this behavior instead.
