Function:

The TaskConvoy behavior is of type IvPTaskBehavior, meaning its sole job is to generate a bid to a collaborative auction and wait for a consensus. The bid in this case is based on the relative appropriateness of ownship joining a convoy, given the position and orientation of the tail vehicle in the convoy, and ownship position.
