Stage 1:

Simulation

Initially the vehicle is given a set of 25 swimmer locations, only 9 of which
are actual swimmers, the rest are debris

In the baseline mission, each vehicle is given all 25 locations, and the dummy
algorithm is to visit all 25, with a greedy tour, regardless of adversary.

o For the sensor vehicle, some beacons tell you outright their location, and confirm
they are attached to a swimmer

o Other beacons only give you the range
