Releases of the moos-ivp-anrp repository aren't necessarily "new" 
releases. They are simply snapshots of the moos-ivp-anrp directory at the
time when the moos-ivp repository makes a formal release. This is done to
allow the code in the moos-ivp-anrp repository to be consistent with the
documentation MOOS-IvP.
